Information, Reporting, Dialogue: Proposals, Needs and Practical Solutions Discussed with Residents of Almazar District

Tashkent City Hokim Shavkat Umurzakov visited Almazar district, where he held meetings with mahalla residents, activists, persons with disabilities, and representatives of the social sphere.

The visit took place in a completely new format called “Information, Reporting, Dialogue”. Its purpose is not only to inform the population about the projects being implemented by the state, but also to establish constant feedback, openly discuss the needs of the territories, report on the work being done, and jointly identify practical solutions for the future.

Such reporting meetings are planned to be held in all districts of the capital. The main task of the hokimiyat is, within the framework of the initiatives of the Head of State and together with the population, to consistently transform Tashkent into a comfortable, modern megapolis comparable to the world’s leading capitals in all living conditions.

During the visit, responsible city and district services provided residents with information about ongoing projects, current works, and planned measures for territorial development. The conversation was held in an open dialogue format with the participation of the hokimiyat’s responsible structures and relevant organizations.

The discussion covered issues of access to social services, rehabilitation, treatment, education, and the creation of necessary conditions for daily life. Participants were given explanations regarding existing support measures and the procedure for receiving certain types of social services.

The City Hokim emphasized the importance of taking into account the needs of all population groups — including persons with disabilities, representatives of the older generation, and citizens requiring special attention from social services — when planning city projects. Based on the results of the discussion, recommendations were given to responsible organizations to study appeals more thoroughly and improve the quality of services provided.

The next destination was Preschool Educational Institution No. 4 with 180 places in “Gulzor” mahalla. The conditions created for children were inspected, and a dialogue was held with the institution’s staff, parents, and local residents.

Representatives of the education sector provided information on the work being done to expand the district’s educational infrastructure. Issues of expanding preschool education coverage, creating comfortable conditions for children, supporting teachers, and further developing educational institutions were discussed.

In 2026, it is planned to create 1,080 new places in Almazar district through the construction of two preschool facilities. In addition, the construction of three secondary schools will provide 2,040 new student places.

The goal of these projects is to ensure that children receive education in modern and comfortable conditions, and that parents can be confident in the availability of quality social infrastructure near their homes.

At the end of the visit, a meeting dedicated to the socio-economic development of Almazar district was held in the conference hall of the Turin Polytechnic University in Tashkent.

Residents were informed about the projects being implemented in the district, current works, and future development plans. During the meeting, participants had the opportunity to ask questions, express proposals, and draw the attention of responsible services to pressing issues in the mahallas.

Following the meetings, the City Hokim recommended that responsible persons thoroughly study all incoming appeals and proposals from residents, determine practical measures to resolve them, and ensure constant control over their implementation. Special attention was instructed to be given to the improvement of mahallas, the development of social and educational infrastructure, improving the quality of services, greening, and creating a comfortable urban environment.

The new format of open accountability and dialogue is aimed at ensuring that residents not only stay informed about ongoing work, but also become direct participants in the city’s development. The hokimiyat seeks to establish a more trusting and understandable dialogue with the population through such meetings, where every appeal is carefully considered and decisions are made taking into account people’s real needs.

The development of Tashkent is a common task of the hokimiyat, city services, and the citizens themselves. Only through open dialogue, responsibility, and joint efforts can the capital be gradually transformed into an even greener, more comfortable, modern, and prosperous city for living.
